Is Graffiti Art?

In a recent video, thanks to voxant, a question was raised in regards to something that I enjoy as an art form. Graffiti can be an eyesore for many, but it could also be a way to gather different groups together for one purpose, and express creativity in a realm of understanding that most others just don't get. This video showcases one such case where people have to choose whether or not Graffiti is Art, and if it's art, what price is to be paid for such a creative outlet?
